คือการควบคุมคนงานรับจ้างช่วง (out source) ในข้อกำหนด ของ
ISO 9001:2008 รวมทั้ง
TS 16949:2002 / 2009 จะยึดจาก requirement ข้อไหนมาใช้ในการตีความ
ในการแจ้งให้แผนกที่รับผิดชอบ out source นั้นๆ ควบคุม/ประเมิน การทำงาน
ของ out source ในสังกัดตัวเอง หรือว่า จะเป็นการประเมินจากเพียงแค่หน่วยงาน จัดซื้อ
ที่คิดว่าเป็นหน่วยงานจัดซื้อเนื่องจาก ปรากฎใน req.7.4.1
7.4.1 Purchasing process
The organization shall ensure that purchased product conforms to specified purchase requirements. The type and
extent of control applied to the supplier and the purchased product shall be dependent upon the effect of the
purchased product on subsequent product realization or the final product.
The organization shall evaluate and select suppliers based on their ability to supply products in accordance with the
organization’s requirements. Criteria for selection, evaluation, and re-evaluation shall be established. Records of the
results of evaluations and any necessary actions arising from the evaluation shall be maintained (see 4.2.4)
NOTE 1 Purchased products above include all products and services that affect customer requirements such as subassembly,
sequencing, sorting, rework and calibration services.
เรื่องของเรื่องหน่วยงานที่ผมเองจะเข้าไปทำการแจ้งให้เค้าเริ่มควบคุม out source ที่ทำงานให้แผนกเค้านั้น เค้าเริ่มจะไม่ยอมทำง่ายๆ
โดยย้อนถามผมกลับมาในประเด็นที่ว่า มีข้อกำหนด อะไรเหรอที่จะมาบังคับให้ผมทำ นี่ ๆๆ
ผมก็เลยพยายามมาหาข้อกำหนดใน TS 16949 2002 / 2009 ที่จะเป็นจุดเริ่มในการบังคับให้เค้าปฎิบัติตามที่หน่วยงานผม
อยากให้เค้าเริ่มทำ อ่ะครับ
